2nd INSIEME TSO Roundtable

ROUNDTABLE SERIES

20 October 2026

Online

What role can transmission system operators play in the Common European Energy Data Space?

As Europe develops a Common European Energy Data Space (CEEDS), questions remain about how TSOs fit into an ecosystem often associated with smart meters, consumers and distribution networks. This roundtable explores the TSO perspective on data spaces, including governance, interoperability, operational responsibilities and the information exchanges needed to support future flexibility services and electricity markets.

After watching, you will understand:

  • How TSOs see their role within CEEDS and Europe's evolving energy data ecosystem.
  • Which governance structures and responsibilities are needed to support trusted data sharing.
  • How practical TSO-DSO data exchange can enable new flexibility services and interoperable energy markets.

Key takeaway: TSOs must be actively involved in shaping CEEDS to avoid creating disconnected TSO and DSO data ecosystems. There is a clear need for common governance frameworks, interoperable data exchange mechanisms, and a clearer definition of TSO responsibilities to support flexibility markets, system operation and future cross-border energy services.

Which governance rules are needed to make energy data sharing secure, trustworthy and scalable across Europe?

As the Common European Energy Data Space (CEEDS) evolves into a federated network of interconnected national and regional data spaces, clear governance frameworks are becoming increasingly important. This roundtable examines the legal, organisational and security rules needed to enable trusted energy-data sharing while ensuring accountability, transparency and interoperability across stakeholders.

After watching, you will understand:

  • Why governance is fundamental to trusted energy-data sharing across Europe.
  • How responsibilities, accountability and security can be managed within CEEDS.
  • What rules and frameworks are needed to support secure, resilient and interoperable energy-data ecosystems.

Key takeaway: Building CEEDS is not only a technical challenge but also a governance challenge. Clear rules on data access, responsibilities, trust, security and accountability are essential to ensure that energy-data sharing remains fair, secure and reliable as the European energy-data ecosystem grows.

Do you want to understand how Europe's transmission system operators view the path towards an operational Common European Energy Data Space?

As Europe moves towards a more connected, data-driven energy system, TSOs are facing new challenges related to interoperability, flexibility markets, governance and cross-border data exchange. This discussion explores the practical steps needed to turn data-sharing ambitions into operational reality.

After watching, you will understand:

  • The role TSOs can play in the Common European Energy Data Space (CEEDS).
  • Why interoperability, governance and trusted data exchange are critical for future energy services.
  • How closer TSO-DSO cooperation can support flexibility markets, congestion management and cross-border energy services.

Key takeaways: There is broad support for building CEEDS on existing national initiatives while improving cross-border interoperability. TSO-DSO coordination is growing in importance, as are trusted data exchange and clear governance frameworks for future flexibility services and energy markets.

How are Distribution System Operators evolving into digital enablers of the energy transition?

As energy systems become increasingly decentralised, digital and participatory, DSOs are taking on new responsibilities that extend beyond traditional grid operation. This roundtable explores how DSOs can support trusted data sharing, customer participation, flexibility services and interoperability within the future Common European Energy Data Space.

After watching, you will understand:

  • Why DSOs are evolving from traditional grid operators into Digital Connecting System Operators.
  • How trusted data sharing and interoperability can support flexibility services, active customers and prosumers.
  • What capabilities and governance frameworks are needed to manage a more digital and decentralised energy system.

Key takeaway: Digitalisation and energy data are becoming fundamental to safe, efficient and resilient grid operation. Successfully managing the energy transition will require interoperable and scalable data exchange, stronger collaboration between network operators, customers and market actors, and a trusted framework that enables flexibility while keeping complexity manageable.

How can Europe turn energy-data sharing ambitions into sustainable value creation?

The first INSIEME Signature Round Table brought together representatives from industry, network operators, policymakers and research organisations to discuss the governance of the Common European Energy Data Space (CEEDS). Building on the first results of INSIEME and related initiatives, the event examined how energy data spaces can support a secure, affordable and competitive transition to net zero while creating value for stakeholders across the energy ecosystem.

The discussions explored:

  • Why governance is critical for the success of CEEDS.
  • How interoperability and standardised data exchange can create value across the energy ecosystem.
  • Which organisational and technical barriers still need to be addressed to enable large-scale energy data sharing.

Key focus: Identifying the governance, organisational and technical conditions needed to move CEEDS from strategic ambition to practical implementation and long-term value creation.

What will it take to create harmonised flexibility markets across Europe?

As flexibility services become increasingly important to the energy transition, interoperability between system operators, aggregators, digital platforms and market participants is becoming essential. This roundtable explores the challenges and opportunities of achieving interoperability "in front of the meter" and examines how improved data exchange can help unlock flexibility at scale.

After watching, you will understand:

  • Why interoperability is a prerequisite for harmonised flexibility markets across Europe.
  • How aggregators, system operators and digital platforms can exchange data more effectively.
  • What common standards and approaches are needed to unlock flexibility at scale.

Key takeaway: Harmonised flexibility markets depend on seamless cooperation between system operators, aggregators and digital platforms. Improving interoperability and data exchange is a critical step towards unlocking flexibility and creating more efficient energy markets across Europe.

How can a Common European Energy Data Space support energy efficiency, flexibility and innovation across Europe?

This first Industrial Stakeholder Roundtable introduces the INSIEME project and its ambition to build a secure and interoperable Common European Energy Data Space (CEEDS). The session explores the project's technical objectives, regulatory challenges and early use cases, with a particular focus on energy efficiency and flexibility management in industrial environments.

After watching, you will understand:

  • The vision and objectives behind the Common European Energy Data Space (CEEDS).
  • How energy data can support energy efficiency and flexibility management in industrial environments.
  • Why interoperability, governance and stakeholder collaboration are essential for a successful energy data ecosystem.

Key takeaway: The discussion highlights that building a successful European energy data space requires more than technology alone. Stakeholder collaboration, interoperability, practical use cases and clear governance frameworks are all essential to creating a secure, usable and citizen-focused energy data ecosystem that delivers value to industry, consumers and the wider energy sector.
